Divisions/Departments
The Institute operates three divisions namely:
(a) Apprenticeship
(b) Testing
(c) Finance and Administration
(a) Apprenticeship
It is headed by a Controller of Apprenticeship who provides efficient and effective coordination of the operations of the Informal Apprenticeship, Instructor and Master Craftsmen Training, Monitoring and Evaluation and Centre Training Departments.
Departments operating under the division are:
i) Centre Training
ii) Informal Apprenticeship
iii) Instructor and Master Craftsman Training
iv) Monitoring and Evaluation
(b) Testing
The division, headed by a Commissioner, organises and ensure the efficient and effective administration of various tests and examinations on behalf of the Institute to candidates from both public and private organisations in technical and domestic trades and subsequently award Certificates to only deserving candidates.
The Testing Department operates under this division.
(c) Finance and Administration
The division is heade d by a Deputy Director whose responsibility is to effectively and efficiently co-ordinate the operations of the Human Resource, Stores, Accounts, Procurement and General Services Department to achieve the goals of the Institute.

Two other departments, Public relations and Audit operate under the Directorate.
Functions
According to the Act of Parliament (No. 351 of 12th January, 1970) establishing the National Vocational Training Institute, it is to function are as follows:
- To organize apprenticeship, in-plant training and training programmes for industrial and clerical workers and train Instructors and Training Officers required for the purpose.
- To provide for vocational guidance and career development in industry.
- To develop training standards, and evolve effective trade testing and certification policies and programmes.
- To initiate a continuing study of the country's manpower requirements at the skilled worker level.
- To establish and maintain technical and cultural relations with international organizations and other foreign institutions engaged in activities connected with vocational training and,
- Subject to the provisions of this Act, to do all such things as are conducive to the attainment of the objectives of the Institute.
Management
The overall policy-making body for the NVTI is the Board of Directors. The Government, through the Ministry of Manpower, Youth and Employment appoints members of the Board.
The Board of Directors is advised on its policy-making matters by the National Apprenticeship Council (NAC), the National Clerical Training Council (NCTC), and the National Trade Testing Committee (NTTC). These councils and committee are tripartite in composition and are made up of representatives of Government, the Ghana Employers’ Association and the Ghana Trades Union Congress. A Director, who is a member of the Board, does the day-to-day administration of the Institute.
OPERATIONAL DEPARTMENTS AND FUNCTIONS
Apprenticeship Department
Functions
- Formulate time tested policies to guide the development and maintenance of the informal infrastructure
- Ensure that a strong data of master crafts persons and apprentices are in place and regularly updated
- Initiate and implement policies to ensure that training of master crafts persons meet world class standards and standards set by COTVET
- Evolve policies to assure that demand-driven competency based informal apprenticeship takes place nationwide
- Put in place s system to make the informal apprenticeship a master piece of NVTI’s activities
- Ensure that training of apprentices in the informal sub-sector are monitored in line with best practices nationwide
- Submit a quarterly report on the progress of apprenticeship to the Director
Testing Department
Functions
The Testing Department is responsible for:
- Designing, developing and implementing trade tests to determine the effectiveness of existing practical training programmes
- The certification of craft skill grades
- Instructing in-plant trainers, apprentice trainers and other trainers in the element and techniques of trade testing
- Conducting trade tests in all recognized skill areas
- Advising on drafting of curricula and preparing syllabi for training activities in the clerical, secretarial and allied fields
- Selecting and doing the preparatory and supervisory work necessary for setting national standards
- Conducting national secretarial grading as well as Information Technology examinations
In the execution of these duties, the National Clerical Training Council (NCTC), which in turn is served by various advisory panels in the appropriate skills, advises the department.
There is also a National Trade Testing Committee, which advises the department on all matters related to standards, trade testing and certification in accordance with National Vocational Training Board (Trade Testing) Regulation 1971 (LI 715).
Instructor and Master Craftsman Training Department
This department is a merger of the training units of three departments, namely the Clerical, In-plant and Instructor Training Departments. It is therefore responsible for all non-apprentice training programmes.
Functions
The responsibilities of this department are as follows:
- Training of Receptionists, Telephone Operators, Clerks, Typists, Stenographers, Secretaries and Office Supervisors with the aim of improving upon existing skills and secondly to increase the trainee’s knowledge of business generally, so as to function well within an organization.
- The organization of on-the-training and up-grading courses for office workers such as clerks, telephonists, receptionists, typists and secretaries
- Assessing industrial undertakings in order to analyse existing standards, training needs and training potentials, and suggesting measures, where necessary, to improve training facilities
- Developing the necessary teaching materials and organizing related instructional courses within industry where this is feasible or by means of day-release or evening studies in suitable institutions
- Offering practical training or on-the-job courses within industry, on industry’s own plant or with the use of a mobile workshop and equipment from the Institute
- Conducting surveys of industrial establishments and training institutions to assess the training needs of existing Instructors and new entrants
- Liaising with employers to select suitable candidates for instructor training courses
- Developing the relevant course materials on teaching and demonstration techniques in connection with the foregoing
- Developing trade courses and curricula in specified trades in conjunction with the Testing Department
- The inspection and direction in vocational, industrial and commercial training centres in the maintenance of good instructions and adherence to training standards.
Monitoring and Evaluation Department
Functions
The department functions as follows:
- Design of research studies
- Develop data analysis plan for research studies
- Follow up on internal research projects undertaken by the staff of the Institute
- Organise research seminars
- Prepare work plans, reports and other documents for research projects
- Disseminate research findings
- Participate in data collection and analysis
- Prepare and submit reports on activities and programmes at periodic times
- Perform any duties and programmes at periodic times
Training Centres Department
Functions
- Formulate time tested policies to guide the development and maintenance of centre’s infrastructure
- Initiate and implement policies to ensure that centres are managed with excellence to meet world-class standards and standards set by COTVET
- Evolve policies to assure that demand-driven competency-based training takes place in all our centres nationwide
- Ensure that Centre Managers commit themselves fully to the MOUs, perform contracts signed with the Institute, and
- ake the appropriate actions of any infractions
- Put in place a system to make the centre training a masterpiece of NVTI’s activities
- Submit a quarterly report on the progress of the centres to the Director
- Ensure that the centres’ production unit/construction unit are managed professionally and in line with best practices
- Liaise with employers to identify career opportunities for trainees
- Organise all industry-sponsored information sessions
- Keep an updated “bank” of statistics and iformation about different industries to help trainees decide which industry
- they are most suited for
- Help to create a professional CV that will truly reflect the candidate’s ability and personality as wellas writing an
- effective cover letter
- Bridge the gap between the industry and the NVTI by creating research-based and educational training
- collaborations and facilitating technology transfers and innovation
- Organise events such as, the career fair, that bring trainees and gradutes into direct contact with industry specialists-
- potential employers and help them to orientate themselves towards their future their future careers
- Assist potential firms in the screening and placement of students on jobs
- Advise Management of students needs and issues
- Act as a guardian of the Institute’s values
COUNCILS AND COMMITTEES
The Institute has the following councils and committees:

i) National Apprenticeship Council (NAC)
It is a thirteen (13) member council backed by Legislative Instrument (LI), Apprentice Regulation L. I. 1151 of 1978. It oversees all matters concerning apprenticeship in the country.
ii) National Clerical Training Council (NCTC)
It is an eleven-member council backed by Legislative Instrument (LI), Clerical and Secretarial Training Regulations L. I. 981 of 1974. It advises the National Vocational Training Institute Board on matters of policy affecting Clerical and Secretarial training.
iii) National Trade Test Committee (NTTC)
It is a seven-member council backed by Legislative Instrument (LI), Trade Testing Regulations L. I. 715 of 1971. It investigates and make recommendations to the Board on matters relating to trade testing and trade certification.
